Biography

Richard (Rick) Thoesen, PE has provided diversified professional practice in the private and public sectors for over 50 years. His engineering practice in the private sector included the planning, design and construction phases of project delivery as well as branch office management. Design engineering and construction administration involved ten water or wastewater treatment plants; twenty-five pumping stations; fifty miles of pipelines. Rick’s responsibilities for water and wastewater utility management included wholesale and retail water service involving water distribution and finished storage. Professional practice included capital improvement programming, construction administration, customer service, and high-performance organization (HPO) development. As Deputy General Manager for Loudoun Water Rick was responsible for services involving engineering, operations and maintenance, and customer service. He was Principal-in-Charge of design and construction of the $200 million Broad Run Water Reclamation Facility, an advanced treatment system using microfiltration.
