Biography

Matthew J. Doyle is an Assistant Division Director of the Wastewater Design and Construction Division with the Fairfax County Department of Public Works and Environmental Services, where he leading major capital improvement projects that enhance water quality and protect environmental resources for one of the nation’s largest and most complex public utility systems. With more than two decades of engineering experience in both the private and public sectors, Doyle has overseen the planning, design, and construction of advanced treatment and collection systems.

Since 2008, Doyle has been an adjunct faculty member in the Sid and Reva Dewberry Department of Civil, Environmental, and Infrastructure Engineering. His teaching emphasizes the integration of classroom theory with real-world practice, reflecting his broad expertise in water treatment and distribution, wastewater treatment and collection, fluid mechanics, open channel flow, and river hydraulics. In the classroom, Doyle is known for illustrating engineering concepts through practical applications drawn from his career, giving students an inside view of how infrastructure projects are conceived, financed, and executed in the field. His contributions have been recognized with the Volgenau School of Engineering 2025 Outstanding Adjunct Faculty Member of the Year Award.

As Director of Engineers for International Development (EfID), Doyle mentors students in the application of sustainable engineering to address critical water and sanitation challenges in low-resource settings. Under his guidance, student-led teams have designed and implemented international projects that provide clean drinking water, safe sanitation, and improved resilience for rural communities. These experiences not only strengthen students’ technical skills but also cultivate cultural awareness, leadership, and a commitment to global service. Doyle’s work across public service, teaching, and student engagement reflects a career-long dedication to improving water resources and training the next generation of civil and environmental engineers.

He is an active member of several professional organizations, including the Water Environment Federation (WEF), Virginia Water Environment Association (VWEA), and American Water Works Association (AWWA).
